- May 2026: Integrated Care in MHOTRS Webinar: MCTAC in partnership with the New York State Office of Mental Health (OMH), hosted a webinar as part of the MHOTRS Proposed Part 599 Regulation Changes series focused on how these changes will affect integrated care in MHOTRS. This session explored the proposed changes in Part 599 to discuss how MHOTRS providers can effectively incorporate integrated care options and requirements to address both mental health and addiction needs. Presenters reviewed opportunities and expectations within the MHOTRS framework to support co-occurring needs and improved outcomes for individuals served.
- May 2026: MHOTRS and Hospital/Community Transitions Webinar: MCTAC in partnership with the New York State Office of Mental Health (OMH), hosted a webinar as part of the MHOTRS Proposed Part 599 Regulation Changes series, focused on supporting effective transitions between hospital and community-based MHOTRS services. This session provided an overview of proposed regulatory requirements to promote continuity of care, reduce readmissions, improve access to care, and ensure individuals receive timely, coordinated support as they move across levels of care. The webinar also discussed the requirements for hospitals and explored strategies for strengthening communication and collaboration between inpatient and outpatient providers to improve outcomes and individual experiences.
- April 2026: Mental Health Outpatient Treatment and Rehabilitative Services (MHOTRS) Overview of Part 599 Regulation Changes Webinar: MCTAC in partnership with the New York State Office of Mental Health (OMH), hosted a webinar to review the MHOTRS Part 599 Regulation Changes. This webinar provided an overview of the regulatory changes proposed.
- February 2026: Social Care Networks (SCNs) for Mental Health Outpatient Treatment and Rehabilitative Services (MHOTRS) Providers Webinar:
MCTAC in partnership with The New York State Office of Mental Health (OMH), in collaboration with the New York State Department of Health (DOH), hosted an informational session to increase awareness of and engagement with New York State Medicaid’s Social Care Network (SCN) program under the NYHER 1115 Waiver, in reference to recently issued guidance. This session provided an overview of the SCN program, the role of regional lead SCNs, and how MHOTRS programs can support Medicaid members in being screened for and navigated to health-related social needs (HRSN) services, including nutrition, housing, transportation, and social care management supports.
- June 2025: Mental Health Outpatient Treatment and Rehabilitative Services (MHOTRS) Guidance Updates Webinar:
MCTAC in partnership with the New York State Office of Mental Health (OMH), hosted a webinar to review the revised MHOTRS Guidance. This session offered a comprehensive overview of the updates, which are intended to clarify existing program requirements and address topics commonly raised in technical assistance.
- October 2024: Mental Health Outpatient and Rehabilitative Services (MHOTRS) Intensive Outpatient Program Webinar:
The New York State Office of Mental Health (OMH), in partnership with MCTAC, presented a webinar on 10/17/2024 of key information for the Mental Health Outpatient Treatment and Rehabilitative Services (MHOTRS) Intensive Outpatient Program (IOP). The purpose of this live webinar was to review program guidance and discuss common misconceptions. Topics covered included OMH's program vision, myths and facts related to billing and programmatic implementation requirements, and insights from current IOP providers.
- May 2024: Mental Health Outpatient Treatment and Rehabilitative Services (MHOTRS) Utilization Review (UR) Webinar:
MCTAC in partnership with the New York State Office of Mental Health (OMH) hosted a new webinar on Utilization Review (UR). In this webinar, OMH clarified the changes made in 2023, which was followed by MCTAC highlighting the concept of medical necessity, the importance of documentation in the UR process, how discharge planning related to UR, and review of types and best practices in Utilization Review.
- May 2024: Documentation and Electronic Health Record (EHR) Trends:
Managed Care Technical Assistance Center (MCTAC) and Community Technical Assistance Center (CTAC), in partnership with the NYS Office of Mental Health (OMH), hosted an in-person documentation training event in Albany, with a spotlight on how Electronic Health Record (EHR) vendors and providers have been working together to streamline documentation in MHOTRS programs.
- April 2024: Mental Health Outpatient and Rehabilitative Services (MHOTRS) Assessments: Regional Listening Sessions:
MCTAC in collaboration with OMH hosted 5 regional listening sessions for providers to share feedback and ideas on assessment processes in MHOTRS programs. These sessions will inform future guidance to streamline assessment processes for MHOTRS programs.
- July-August 2023: Mental Health Outpatient Treatment and Rehabilitative Services (MHOTRS) Regional Gatherings Presentation Slides:
MCTAC and PeerTAC collaborated to host five in-person regional gatherings. These discussions focused on the implementation of Part 599 regulation changes, peer support services, off-site services, and updated programmatic guidance.
- June 2023: Mental Health Outpatient Treatment and Rehabilitative Services (MHOTRS) Learning Collaborative Lessons Learned Webinar: As a conclusion to our Mental Health Outpatient Treatment and Rehabilitative Services (MHOTRS) Learning Collaborative, MCTAC hosted a Lessons Learned Webinar on June 28, 2023. During this webinar, the NYS Office of Mental Health (OMH) and the MCTAC team reviewed key topics, insights, and takeaways from the 3-month Learning Collaborative. Participants from the Learning Collaborative also served as panelists to share their experiences. A broad range of topics were covered, including: documentation, billing, implementation strategies, off-site services and peer support services.
- January 2023: Billing Changes for Mental Health Outpatient Treatment and Rehabilitative Services (MHOTRS): This pre-recorded webinar provides an overview of the updated billing guidance for Article 31 Mental Health Outpatient Treatment and Rehabilitative Services (MHOTRS). Topics presented in this webinar include 2022 rate increases, Rate Distribution System, Part 599 Regulation Changes, as well as Peer/Family Support Services, Intensive Outpatient Program (IOP) services, and an overview of revenue cycle management.
- November 2022: Mental Health Outpatient Treatment and Rehabilitative Services (MHOTRS): Implementation Strategies and Policy Considerations: This webinar presented an overview of the changes in regulations related to off-site services, peer support services, co-enrollment, and treatment plans. Additionally, considerations around staffing, scheduling, service delivery processes, and infrastructure supports were provided to assist MHOTRS in developing implementation strategies.
- October 2022: Mental Health Outpatient Treatment & Rehabilitative Services (MHOTRS) Peer Guidance Webinar: The New York State Office of Mental Health (OMH) presented an overview of Youth, Family, Adult, and Older Adult Peer Support Services as an option in Mental Health Outpatient Treatment and Rehabilitative Services (MHOTRS). This webinar provided an overview of Peer Support Services, Peer Support Guidance, and vision for implementation.
- September 2022: Mental Health Outpatient Treatment & Rehabilitative Services (MHOTRS) Regulation Overview Webinar: The New York State Office of Mental Health (OMH) presented an overview of the Part 599 proposed regulations bringing OMH Article 31 Clinic services under the Medicaid State Plan Rehab Option as Mental Health Outpatient Treatment and Rehabilitative Services (MHOTRS). This shift will add flexibility for billing and waiver processes, and include an option to provide Peer Support Services, as well as allowances for offsite service provision for all populations served within MHOTRS.

- April 2022: The Vision for the Future of Mental Health Outpatient Treatment and Rehabilitative Services: This webinar included an initial presentation from the NYS Office of Mental Health (OMH) with a high-level overview of OMH Article 31 Clinic services under the Medicaid State Plan Rehab Option, including Peer Support Services, Offsite Services, and the role of the LPHA.
